I have penile pain where i use to have an electric shock and i might still have it but scared to touch the area to find out, i also have inflammation like burning sensation and sometimes random tingling here and there? please help

On the penile of my penis, this started about 2 years ago, i use to feel electric like sharp pain and burning and tingling, now i only feel burning/inflammation and tingling. i think its the dorsal nerve of the penis, i been to many doctors, been to 2 urologist and neurologists and even to a doctor ...

im not sure if its the dorsal nerve but if it is, do you guys do surgery for dorsal nerve decompression?
